When creating a new forum, a lot of the time, you may not need any staff aside from just yourself. Everyone is different, though and may like to get staff on board from the launch of their forum.
Do you hire staff for your forum right away, or do you instead run the forum on your own until you feel you need more staff?
I had someone join my forum yesterday and didn't post. Just sent me am pm wanting to offer their admin services. Of course I told them no, they were new and unknown. Also I have an admin. They logged out without posting or acknowledging their welcome message.

Their actions have shown that they don't care about the forum and that is so wrong on their part. It is always that most of them understand the need for offering value through engagements and being actively involved in the forum before they can move towards offering their services. Assuming it is someone you've known for a while, it won't have been a big issue.
I usually make forums that are based around games or general chat forums, so I usually wait a bit before I hire staff. IMO if you have a website based around promotion or administration then you should hire staff right away to cover your bases for each function of the site. Other than that you should probably focus on making content, and getting some activity before hiring staff.
No, I don’t hire staff right away. I prefer to manage the forum myself initially and only bring in moderators or other team members once activity grows and the workload becomes too much to handle alone.
